  "message": "Make fpdf_annot_unittest.cc and fpdf_editimg_unittest.cc be embeddertests.\n\nThese tests are all calling FPDF_CreateNewDocument(), which requires\nthat the entire PDFium environment be initialized, rather than just\nthe per-test subsystem initialization that we can get away with in\nunittests.
