  "message": "Consolidate the three suppression files into one\n\nThe font engine and action columns left all three files with identical\nsyntax, differing only in the action their name implied. The implication\nis now written on every line, so the files can be one file.\n\nSUPPRESSIONS keeps its existing lines in their existing order. Each\nincoming rule is placed directly after the first line naming the same\ntest, keeping a test\u0027s rules together; the 45 rules naming a test that\nappears nowhere else go at the end.
