  "message": "Fix build with pdf_is_complete_lib\u003dtrue and pdf_is_standalone\u003dtrue\n\nIn standalone builds, //:pdfium is jumbo_component, which forwards to a\nregular component.  When is_component_build \u003d\u003d true, the behavior of\ncomponent is to forward to a source_set when sources is not defined, and\nforward to a static_library otherwise.  Since //:pdfium has no sources\n(but instead pulls in many dependencies as sources), it will be a\nsource_set, which is not what we want for standalone builds.
