  "message": "[rust png] Introduce Skia-based `image_diff_png_skia.cpp`.\n\nAfter this CL, if `pdf_use_skia` GN arg is set, then `image_diff_png.h`\nwill no longer use `libpng`-based implementation, but instead will use\nthe new Skia-based implementation from `image_diff_png_skia.cpp`.
