Update Skia/SkiaPaths expectations for FRC_10_8.2.4_View_C.pdf

CL [1] fixed the Skia rendering process for FRC_10_8.2.4_View_C.pdf.
Therefore update its Skia expectation so that it no longer needs to be
suppressed.

Meanwhile, rename the SkiaPaths expecations to
FRC_10_8.2.4_View_C_expected_skiapaths.pdf.0.png since the correct
Skia expectation is added.
